 Nació en Brooklyn, Nueva York, en 1922, de padres puer-torriqueños. Empezó sus estudios en Puerto Rico con el maestro español Alejandro Sánchez Felipe. Con la ayuda de Juan Rosado, que presidía la American Artist Profesional League, de Puerto Rico, se va a México y estudia en la Academia de San Carlos, bajo la dirección de Chávez Morado, Zalce, Castro Pacheco y Luna. También recibió clases en México, de Benjamín Coña, Ernesto Jorajuria, Dublán, Centeno y Pallares.

Biografía:
Nació en 1956 en la playa de Ponce, hijo de familia de clase trabajadora puertorriqueña. Su inquietud artística fue motivada en su hogar. Su padre le regalaba materiales de arte, le enseñaba a dibujar figuras religiosas y a construir máscaras de vejigantes. Recibió sus primeras lecciones de dibujo y pintura de la maestra y artista Ursula Fabergé mientras cursaba la escuela elemental. En su adolescencia, Diógenes Ballester realizó trabajos variados, como vender periódicos y chiringas, llevar fiambreras a los trabajadores y como dependiente en los colmados. Con el dinero ganado compraba materiales de arte.
